Bring a pack's compiled skills and installed plugin caches current (recompile and plugin-update chain; refuses on content drift)

Usage

`--pack`	text		Pack to sync; auto-selects when only one pack exists
`--manifest`	text		Manifest path; omit to read ~/.mattstack/repos/<repo>/packs/<pack>/skills.jsonc
`--repo`	text		Which repo's bindings file to read when this pack binds several; omit for the first repo the team declares
`--commit-pending`	boolean	`false`	Commit this pack's changes that are not synced yet, then sync them
`--expect`	text		Sync only if the pack's changes are still the ones rt skills changes showed with this signature
`--json`	boolean	`false`	Machine-readable result
